Institution:
INSUCO Togo, in Lomé (Togo)
Areas of expertise:
Executive Director for Africa at Insuco since September 2022; she previously served as Insuco’s Country Director in Burkina Faso for over three years. Hélène holds a research Master’s degree in the socio-anthropology of risk and a professional Master’s degree in local development from the University of Paris 1 Panthéon-Sorbonne.
During her studies, she worked as a field researcher and then as a researcher for the Citoyennetés laboratory in Burkina Faso, conducting surveys, interviews and focus groups, as well as in-depth individual research on programmes relating to the issues of decentralisation and citizenship. This has given her a very good understanding of the field and of how local authorities operate. She subsequently held the post of programme officer at the UNDP in Burkina Faso and served as country director for the French NGO Entrepreneurs du Monde for six years. From 2019 to September 2022, Hélène coordinated projects carried out by Insuco in Burkina Faso and across the sub-region (Côte d’Ivoire, Togo, Benin, Niger, Chad, Cameroon and Nigeria), which required in-depth knowledge of the entire international (World Bank, IFC) and national regulatory framework. She has worked in particular in the mining, oil and energy sectors on environmental and social assessments (ESAs and ESIA), resettlement action plans (RAPs) and all other associated plans (CGES, PGES, PEPP, etc.). She has coordinated nearly twenty ESIA or RAPs in the sub-region and therefore has a thorough understanding of the challenges involved in resettlement.
